Professional Committees

I. Brokerage Business Committee
1. Implement, promote and complete the laws, regulations and policies of the state and regulators on development of futures brokerage business;
2. Study and draft the self-regulatory rules on futures brokerage business, to promote the standardized development of the industry;
3. Study important issues including those on brokerage innovation model and mechanism, and put forward solutions, opinions and suggestions on promoting innovative development of brokerage business;
4. Strengthen communications with relevant organizations, actively reflect industry demands, maintain the order of fair competition, and strive for a favorable development environment;
5. Strengthen the communication and cooperation with member units about futures brokerage business and establish a business exchange platform, to promote the development of futures brokerage business;
6. Enhance the standardized management over futures brokers, and assist in conducting personnel training and examination;
7. Other duties authorized or entrusted by the council.


II. Asset Management Business Committee

1. Implement, promote and complete the laws, regulations and policies of the state and regulators on development of futures asset management business;
2. Study and draft the self-regulatory rules on futures asset management business, to promote the standardized development of the industry;
3. Research the development of futures asset management business, and put forward opinions and suggestions on promoting development of asset management business;
4. Protect legal rights and interests of futures asset management organizations, reflect industrial demands, maintain the order of fair competition, and strive for a favorable development environment;

5. Conduct exchange and cooperation about futures asset management business, to promote the development of such business;
6. Other duties authorized or entrusted by the council.


III. Derivatives Traders Committee

1. Cultivate and promote the development of dealers, market makers, traders, etc. of various futures and derivatives;
2. Conduct prospective study on risk management service and OTC derivatives business, promote the project approval of and discussion about relevant major issues, and put forward specific solutions, opinions and suggestions;
3. Research and develop industrial standards and self-regulatory rules on risk management service and OTC derivatives business, to promote the standardized development of this business;
4. Research and boost the model innovation of risk management service and OTC derivatives business, and improve the product design and risk control capabilities;
5. Establish communication and cooperation platforms and mechanisms, to promote the exchange and cooperation between futures and derivatives traders;
6. Assist in propelling the talent cultivation of OTC market, derivatives and other relevant fields, to improve the quality of personnel;

7. Boost the development of counter operations of futures operating institutions and develop OTC derivatives transactions among the institutions;
8. Other duties authorized or entrusted by the council.


IV. International Business Committee
1. Implement, promote and complete the laws, regulations and policies of the state and regulators on the opening-up of futures and derivatives businesses;
2. Study and draft the self-regulatory rules on cross-border business of futures and derivatives industries, to promote industrial standardized development;
3. Study important issues on the opening-up of futures and derivatives industries, and put forward solutions, opinions and suggestions on accelerating the “going global” and “introduction” of futures;
4. Research and promote cross-border innovative business and enhance international exchange and cooperation, to form an open and fair development environment;
5. Other duties authorized or entrusted by the council.


V. Information Technology Committee

1. Survey, collect, analyze and feed back the industry opinions and suggestions within the scope of responsibility of the Committee, and organize the preparation of industry IT development report;
2. Support relevant work on industry IT development according to the deployment of China Securities Regulatory Commission;
3. Assess the implementation of plans, laws and regulations and technical guidance (standards) by the futures companies, and provide consultations and basis for regulators’ implementation of technical regulation work;
4. Research and draft relevant IT guidance of futures companies, the practice standards and work instructions for industry technicians, and relevant statistics standards in the industry;
5. Reinforce the industry IT risk self-control mechanism, to ensure the safety of futures information system;
6. Assist in conducting IT application research and trainings, as well as technical inspection for futures companies;
7. Coordinate members' technology resources, to provide necessary assistance for emergency disposal in case of any technical accident;
8. Promote the industrial exchange and international cooperation about futures IT and carry out exchange activities and meetings concerning IT of the futures industry;
9. Other duties authorized or entrusted by the council.


VI. Self-regulatory Supervision Committee

1. Research and draft the procedures and rules on self-regulatory supervision and disciplinary punishment;
2. Research and develop the code of conduct, internal control, compliance, risk control and other self-regulatory rules for members and employees;
3. Assist in conducting self-regulatory inspection for members and employees, and supervise and guide such inspection work;
4. Decide, supervise and execute the disciplinary punishments for members’ and employees’ violations of self-regulatory rules of the association;

5. Organize hearings according to provisions of disciplinary punishment procedures and other self-regulatory rules of the association;
6. Propose opinions and suggestions on self-regulatory supervision and disciplinary punishment of the association to the council;
7. Other duties authorized or entrusted by the council.


VII. Complaints Committee

1. Research and draft the procedures and rules on complaints;
2. Review the complaints raised by the party due to its non-acceptance of the punishment decision of Disciplinary Committee, and make review decisions;
3. Supervise and urge the execution of review decisions;
4. Propose opinions and suggestions on disciplinary punishment of the association to the council;
5. Assist Self-regulatory Supervision Committee in researching and developing the code of conduct, internal control, compliance, risk control and other self-regulatory rules for members and employees;
6. Other duties authorized or entrusted by the council.


VIII. Dispute Resolution Committee

1. Guide the futures dispute resolution work;
2. Organize and guide the pre-job and on-job trainings and experience exchange of coordinators;
3. Research and deal with professional questions about the futures dispute resolution work;
4. Decide the coordinators’ employment and dismissal;
5. Assess the overall quality and social influence of dispute resolution work;
6. Give opinions and suggestions on dispute resolution to the council;
7. Other duties authorized or entrusted by the council.


IX. Talent Cultivation Committee

1. Organize theoretical research and exchange for the development and management of human resources in the futures industry, research the talent demands for industrial development, develop, promote and implement the futures industry talent development strategies;
2. Coordinate and facilitate the cultivation of talents in futures industry, and put forward specific measures and suggestions on implementation of talent cultivation;
3. Research and boost the team construction and classification and grading certification systems for professionals in the futures industry, to standardize the practices of futures practitioners;
4. Organize and conduct the training, cooperation and talent exchange activities at home and abroad, accelerate the establishment of foreign and domestic professionals training bases, and continue assessing those;
5. Promote higher education institutions and social training agencies to strengthen professional or occupational futures education, and establish complete education systems for reserve talents of futures industry;
6. Other duties authorized or entrusted by the council.


X. Investor Education and Protection Committee

1. Research and draft self-regulatory rules on the investor protection and education in the futures industry, and put forward policies and suggestions on investor protection and education;
2. Establish a cooperation platform, to promote the labor of division, teamwork, interaction and exchange of main market players in terms of investor protection and education;
3. Boost member units to strengthen the investor education work, establish and complete investor service, education and protection mechanisms;
4. Strengthen industry publicity, help the public know the futures and derivatives industries, assist investors in setting up an awareness of risk prevention and rational investment, and create a good environment for the development of futures industry;
5. Pay attention to the demands and complaints of futures investors, and protect the investors’ legal rights and interests;
6. Research investors’ consultation and complaint acceptance systems, promote and complete the disposal process and the operating mechanism, and coordinate relevant departments to deal with relevant matters;
7. Other duties authorized or entrusted by the council.


XI. Research & Development Committee
1. Study hot and major issues occurring in the development of futures market, and give opinions and suggestions;
2. Research and demonstrate relevant policies and schemes in the industry, and propose suggestions and opinions on policies to legislative authority, judicial authority, regulators, etc. on behalf of the association;
3. Research the function positioning of self-regulatory organizations of the industry, and put forward opinions and suggestions on the development strategy, functioning, work plan, etc. of the association;
4. Guide and participate in the research on major theoretical and practical issues of the futures market, to promote theoretical and practical development of this market;
5. Guide and participate in the compilation of research books and publications of the association;
6. Guide and participate in comparison and appraisal work related to researches in the futures industry;
7. Carry out research and exchange activities in the futures industry, to promote the exchange and cooperation between the association and domestic and foreign academic institutions and organizations of the same kind;
8. Other duties authorized or entrusted by the council.


XII. Talents Cultivation Fund Management Committee

1. To develop rules governing the use of the fund;

2. To decide fund raising and use of the fund;

3. Plan and approve annual budget of the fund;

4. Arrange annual financial audit;

5. Other duties authorized or entrusted by the council.


XIII. Investor Education Fund Management Committee

1. To develop rules governing the use of the fund;

2. To decide fund raising and use of the fund;

3. Plan and approve annual budget of the fund;
